Global Wind Power Industry Chain Supply Chain Security Declaration

We, representatives from the global wind power industry, gather in Beijing in the golden autumn of October to work together to build a safe, stable, efficient, open, inclusive, and mutually beneficial global wind power supply chain system, promote high-quality development of global wind power, and contribute to addressing climate change, achieving energy transformation, and enhancing people's well-being. After discussion among all representatives, the Global Wind Power Industry Chain Supply Chain Security Declaration was unanimously adopted.


We unanimously believe that deepening international cooperation is a key measure to ensure the security of the global wind power industry chain supply chain. The wind power industry has become highly globalized, and the supply chain of the wind power industry is closely intertwined across the world. Addressing the challenges faced by the global wind power supply chain and ensuring its sustainability and stability relies on the active collaboration of governments, enterprises, and international organizations in various countries. Only by working together and firmly maintaining a rule-based trading system can the international community better respond to challenges, effectively enhance the resilience and security of the global wind power supply chain, and support the implementation of sustainable development goals.


We are unanimously convinced that technological cooperation and knowledge sharing play an important role in building a globally stable supply chain for the wind power industry. Wind power belongs to a technology intensive industry. Currently, global wind power technology innovation is accelerating, and various new technologies and applications are constantly emerging. Only by promoting the cross-border dissemination of knowledge and technology can we promote the construction of the wind power industry chain supply chain on a global scale. This requires countries to strongly support wind power technology innovation, and enterprises to work together to develop and promote new technologies, improve the efficiency and reliability of the industrial chain supply chain, in order to promote the development of wind energy resources in various countries and better meet future energy needs.


To further strengthen the security of the global wind power industry chain supply chain, we have issued five initiatives:


1、 Accelerate the construction of the global wind power industry chain supply chain and provide active support for addressing climate change. According to the 2023 updated version of the International Energy Agency (IEA) 'Net Zero Roadmap' report, in order to achieve the goal of controlling global temperature rise at 1.5 ℃ under the Paris Climate Agreement, global wind power additions and cumulative installed capacity need to double from current levels by 2030. However, according to the latest statistics from the Global Wind Energy Council (GWEC), there is still a shortage of production capacity in the global wind power industry chain supply chain. If new investments cannot keep up in a timely manner, it is expected that most regions of the world will face the risk of a shortage of wind power industry chain supply chain and offshore matching facilities from 2026 onwards. Therefore, under the correct guidance of industrial policies in various regions and countries, we need to continue to increase investment, accelerate the construction of the global wind power industry chain supply chain, further enhance supply capacity, and provide key support for building a zero carbon world.


2、 Create a fair and just market environment, and promote the development of wind power through competition. We call on the world to work together to build a fair, reasonable, and transparent trade rule system, providing fair market access opportunities for all enterprises. Fully leverage the role of international organizations, accelerate the improvement of international coordination mechanisms, rely on bilateral and multilateral consultation mechanisms to properly handle differences and disputes, and enhance global mutual trust. Break down trade barriers, eliminate various forms of trade restrictions such as tariff and non-tariff trade barriers, and ensure the free flow of the global wind power industry chain supply chain.


3、 Create diversified supply sources to benefit more countries and regions through energy transformation. To reduce potential risks and enhance the security of the global wind power industry supply chain, we encourage the construction of diversified supply sources. This means a broader resource procurement and production layout, which not only helps to improve the elasticity and reliability of the industry chain supply chain, but also benefits more countries and regions. We encourage enterprises to engage in cross regional cooperation and actively seek new partners; Regions should collaborate with each other to build new regional industrial centers and jointly build a new future for energy transformation. We call on governments around the world to release clear investment and price signals to help the global wind power industry reduce investment risks and achieve reasonable investment returns.


4、 Improve transparency and traceability, ensure product quality, and reduce risks. We call on all parties in the industrial and supply chain to improve transparency, establish a traceability system, and ensure the full process of controllability from raw material procurement to final product delivery. This will help prevent potential security vulnerabilities and risks, and ensure the quality and safety of the product. We encourage the establishment of an industrial chain supply chain management platform to improve information sharing and data visualization, and achieve traceability of the industrial chain supply chain.


5、 Adhere to the principle of sustainable development and create a green industrial chain supply chain. We promise to integrate the concept of sustainable development into the management of the industrial chain supply chain, ensure the effective utilization of resources, reduce environmental impacts, and achieve carbon neutrality throughout the entire value chain as soon as possible. Sustainable development is an important component of industrial chain supply chain security. Only by managing the industrial chain supply chain in a sustainable manner can we leave a better world for future generations. We call on enterprises to adopt sustainable production and operation methods, reduce energy and resource waste, and promote social responsibility and environmental practices.


Maintaining the resilience and stability of the global industrial and supply chains is an important guarantee for promoting global economic development, which is in line with the common interests of people around the world. The Global Wind Power Industry Chain Supply Chain Security Declaration is our firm commitment to ensuring the security of the global wind power industry chain supply chain, demonstrating our determination to actively respond to climate change and unite to maintain global economic prosperity and social stability. We believe that with the joint efforts of the global wind power industry, we will move towards a safer, more prosperous, and sustainable future.
